The disAbility Law Center of Virginia recognizes that technology can make all the difference for integration and independence for someone with a disability. At the Virginia legislature, we support options that promote greater access to technology, and therefore greater access to independence and self-determination. Some of the technology-related bills that we are watching include:
- HB 2219 (Tran) and SB 1034 (Pekarsky) require any individualized education program for a student with a disability who uses augmentative and alternative communication (AAC) to describe ad document that use any support needs, before the provision of instruction. The bill also has a timeline for training. The House bill will be heard in the K-12 subcommittee of House Education on Tuesday morning (1/21) at 7:30 a.m. The Senate bill is in the subcommittee on public education in Senate Education and Health and can be heard on Thursday, January 23.
- HB 2541 (Tran) updates the Information Technology Access Act to improve digital accessibility for all persons with disabilities. This applies to government and public entities and requires the appointment of a digital accessibility coordinator responsible for developing and implementing the entity’s digital accessibility policy. The bill has delayed effective dates of April 24, 2026, and April 26, 2027. The House Committee on Communications, Technology, and Innovation will hear the bill.
